Encouragement of Gram Panchayats

As per the provisions of Electricity Act-2003, it is easily possible to collect electricity bill (current / exhausted) by setting up a microfranchise in rural areas. Successful implementation of this scheme will benefit MSEDCL, Gram Panchayat and rural consumers.

For the purpose of recovery implementation will be done by signing an agreement with all interested Gram Panchayats (Gram Panchayats which will decide the Gram Sabha)

Gram Panchayat will be having following proposed commercials-

Rs. 5 for each Energy Bill collection.

If the arrears are recovered, then 30% on the collected arrears

If the current Energy bill is collected then 20% on collected amount

By implementing the scheme at the transformer level in all other places, all the benefits of the scheme will be given to the agricultural consumers on the participating transformers directly. Customers on transformers with 100% electricity bill recovery will be given an additional 10% discount on current electricity bill. Additionally a 5% discount on current agricultural electricity bill will be given to non-arrears and regular electricity bill payers.

For encouraging grampanchayat, it is proposed that grampanchayat can collect energy bill of consumer other than agriculture consumer. Collection from other than agriculture consumer, grampanchayt will get additional 20% incentive as well as following table indicates the slabwise commercials.

Village level co-operative Societies, Women's Self Help Groups, "Women's SHGs" etc. will be appointed as "Electricity Bill Collection Agencies" and they will also be entitled to receive the above incentives.
Encouragement to Urjamitra (Village Electricity Manager)
The participation of Urjamitras at the village level is also expected for the widespread success of this scheme implemented for agricultural consumers. Accordingly,

Where electricity bill collection is not satisfactory at Gram Panchayat or Transformer level, 5% of the current bill amount collected and 10% of the outstanding amount will be paid to Urjamitra as an incentive. Also, from the funds allotted at the district level, at the Gram Panchayat level e.g. Agricultural Assistants, Kotwals etc. can give up to 5% incentive to the employees.

Considering that Urjamitra will be involved in the recovery of electricity bill by MSEDCL where the Janmitra of MSEDCL is not available, 1% of the electricity bill collected by the Gram Panchayat will be payable to the concerned Urjamitra.
Promoting farmers' co-operative societies as well as sugar factories

In case of recovery of arrears of AG consumers, 10 per cent of the amount recovered will be given to farmers' co-operative societies as well as sugar factories as an incentive.
Agricultural policy
For customer information –
- 33% of the amount paid by the customer under the Agriculture Electricity Policy-2020 will be used for the empowerment of electricity infrastructure in the Gram Panchayat area of the customer.
- Also, another 33% of the customer's payment amount will be used for power infrastructure empowerment in the customer's district.
